Is this property developer good or bad?
Property developers is one of the key consideration when evaluating a project. Is Kingsford reliable? Is the quality of MCC Land ok? Can Guccoland deliver? Who is even xxx developer? We all have these questions, but no firm answer.
Evaluating a property developer is inherently difficult. They have track records, but it is impossible for consumers to verify each of their project.
Luckily, Building and Construction Authority (BCA) has developed a banding system and they evaluate every project.
Construction Quality Assessment System (CONQUAS)
All projects will be rated on a scale of Band 1-6, with 1 being the best (very low incidence1 of major defects) and 6 being the worst (higher incidence of major defects).
The assessment is based on a sampling of units in a project, covering both internal and external finishes, and functional tests eg. window and toilets/bathrooms watertightness tests.
However, it does not cover latent defects, such as mold and water damages, which are undetectable in reasonable inspection.
Yet, BCA reserves the right to moderate the CONQUAS score when valid feedback is received from homeowners after the project has obtained Temporary Occupation Permit (TOP).
Where to find their grading?
To know a developer/project CONQUAS band, you can go to BCA website and search.

- Affinity at Serangoon is still under assessment, so unknown for now
- Kingsford Waterbay is at the lowest band 5 (no developer has band 6!)
- The Garden Residences is the best with band 1
