RES Exam: Are New Property Policies Immediately Examinable?

22 Oct 2026 Guide

No. A government policy taking effect immediately doesn’t make it immediately examinable in Singapore’s RES exam. CEA excludes policy changes announced or implemented within one month before the examination.

CEA’s exam preparation page states:

You will not be tested on government policy changes announced or implemented within one month before the RES examination.

For a hypothetical example, suppose a housing policy is announced and takes effect 2 weeks before your exam. That change falls within the exclusion, even though it already applies to property transactions.

Check both dates

The wording covers both the announcement date and the implementation date. If either falls within that month, the change is excluded.

Suppose a policy was announced 6 months ago but is implemented 2 weeks before your exam. Under the same wording, it’s excluded too. These examples illustrate the rule; they aren’t actual exam questions or additional CEA guidance.

CEA says one month. Don’t turn that into 30 days or assume an exact boundary date from these examples. If a change sits on the boundary, seek clarification from CEA.

What to revise

A change outside the exclusion window isn’t guaranteed to appear in the paper. Keep studying the applicable syllabus and use our RES course notes to organise your revision.

Our property policy changelog can help you find updates. Check each change’s official announcement and implementation dates before deciding how it affects your preparation.

The exclusion doesn’t give a blanket instruction to answer every question using the old rules. Read the dates and facts in the question, and follow any specific CEA examination guidance rather than assuming superseded rules always apply.

The 2027 syllabus is a separate change

CEA has separately announced a revised syllabus for examinations from 1 January 2027, on the same official page. Use the syllabus for your sitting; the policy exclusion isn’t a reason to keep using the previous syllabus.

See our RES registration guide for the syllabus transition and registration process.
