Toa Payoh Hillside BTO: November 2026 Launch at Caldecott

01 Nov 2026 HDB

Toa Payoh Hillside will launch in the November 2026 BTO exercise, beside Caldecott MRT. HDB has announced about 1,600 flats across 5 blocks, ranging from 31 to 43 storeys.

For families looking for a 4-room flat, 580 units are planned. The headline total also includes 2-room Flexi flats, senior housing and public rental flats.

Which flats are available?

The mix in HDBโ€™s 31 October announcement is:

Flat type Announced units
2-room Flexi 590
4-room 580
Community Care Apartments 260
Public rental About 230

Those figures add up to about 1,660, although HDB describes the project as about 1,600 flats. The sale component totals 1,430, including the Community Care Apartments. Rental flats follow a separate allocation route.

No 3-room or 5-room flats are listed. If your family needs more space than a 4-room, this launch wonโ€™t cover that.

Caldecott is the main draw

Caldecott serves both the Circle Line and Thomson-East Coast Line. The development will also have a supermarket, shops and a food court.

That makes daily errands easier to plan around. Still, check the walking route from your shortlisted block to the station entrance when the site plan is released. Our piece on measuring the full commute explains why a nearby MRT pin only tells part of the story.

Hillside is the first BTO project under the wider Toa Payoh West plan: over 6,000 homes over the coming decade, with a new shopping mall and a 1.2-hectare wellness park planned near Caldecott. These will arrive progressively. Donโ€™t budget your daily routine around a mall thatโ€™s still on paper.

Community Care Apartments from age 55

The 260 Community Care Apartments will be Toa Payohโ€™s first. From the November exercise, the minimum eligibility age falls from 65 to 55, subject to the remaining eligibility conditions.

These homes combine senior-friendly housing with care support. Residents must subscribe to a Basic Service Package, so buyers should compare the ongoing service fees as well as the flat price.

Prices and classification are still pending

The announcement doesnโ€™t give selling prices, an exact application date, estimated completion or a Standard, Plus or Prime classification.

For the 4-room flats, a Plus or Prime classification would mean a 10-year minimum occupation period, subsidy recovery on resale and a ban on renting out the whole flat. Weโ€™ve covered how those restrictions affect buyers.

You need a valid HDB Flat Eligibility (HFE) letter to apply. If your household was previously above the income limit, read our explanation of the new HDB income ceilings and check your eligibility again.

Use the HDB Flat Portal for the application window, prices and final sales details when the exercise opens.
