ABSD fire sale? Terra Hill discounted by up to $1.63 million
A 969 sq ft 3-bedroom at Terra Hill sold for $2.517 million in July. A same-sized unit is now going for $2.14 million.
That is $377,000 cheaper. Not a small voucher, not free furniture. A real price cut.
The latest campaign repriced the remaining homes by roughly 15% to 18.3%, with discounts ranging from $377,000 to $1.632 million. So yes, calling it a fire sale is fair.
But cheap? That needs a bit more work.
What changed
Terra Hill is a 270-unit freehold condo near Pasir Panjang MRT. When I checked the sales chart on 5 September, 227 units were marked sold, 1 reserved and 42 still available. The remaining choices are all 3 to 5-bedroom homes.
The promotion initially covered 52 units. With only 42 now shown as available, plus 1 reserved, the discount appears to have moved some stock quickly. Caveats take time to appear, so treat the live status as an indication rather than completed transactions.
We already saw smaller rounds before this. Terra Hill cut selected units by an average of $908,000 in our June launch update, then another group by $280,000 in the July update. This latest cut is broader.

Is this because of ABSD?
Almost certainly.
Here is developer ABSD in plain English: after buying residential land, a developer gets 5 years to finish the project and sell every home. Miss the deadline and it has to pay a huge penalty based on the land price, plus interest.
Think of it as a fine for being unable to clear the stock.
Sunwayโs 2021 annual report records the $371 million Flynn Park acquisition on 9 September 2021. Applying the five-year IRAS rule, Terra Hillโs expected deadline is 9 September 2026.
The discounts appeared at the start of September, roughly 1 week before that date. Not exactly subtle.
For Terra Hill, the potential penalty works out to about $92.75 million, or nearly $116 million after interest. By comparison, the total discount on the 42 available homes is about $33 million.
Losing $33 million of revenue is painful. Paying a $116 million fine is worse.
Budget 2024 reduced the fine for projects that sell at least 90%, which we covered in our developer ABSD explainer. Terra Hill was at 84.1% on 5 September, and even reaching 90% would still leave a large penalty. Selling everything is the real goal.
IRAS could have privately extended the deadline, but no publicly announced extension applies to Terra Hill. 9 September 2026 remains the best estimate.
Is Terra Hill really cheap now?
Against its own recent prices, yes. The 969 sq ft 3-bedroom at $2.14 million works out to about $2,208 psf. The same size sold in July at $2.517 million, or $2,598 psf.
Some larger homes now fall close to $2,100 psf. For a freehold project near an MRT station, that will get attention.
But โcheapโ depends on what you compare:

There is another catch. Many of the lowest-PSF units are top-floor or penthouse layouts. Some include high-ceiling void space in the strata area, so the PSF looks cheaper without giving you the same amount of usable floor.
Please compare the floor plan, actual usable space, facing and total price. Buying the lowest PSF blindly is how a bargain becomes an expensive lesson.
Who should consider it?
For an own-stay buyer who likes the Pasir Panjang area, wants freehold and can hold for many years, the new prices are worth a serious look. You are buying after a substantial developer haircut, not after another price increase.
For a retail investor, I would be stricter. The large quantum limits the resale pool, rental yield may not be exciting, and future buyers will compare your unit against these discounted transactions. The discount gives you a better entry, but it does not create your exit.
My short answer: real fire sale, real savings, not automatically a steal. Choose the unit, not the red discount number.
Prices and availability change quickly. The ABSD estimate uses the publicly recorded 9 September 2021 acquisition date; any private IRAS extension could change the actual deadline.
